This is the topmost part of the Le'ahi Observation Station on Diamond Head. There were four levels, 1 and 2 commanded the 2 14" and 2 6" disappearing guns at Fort DeRussy on the shore of Waikiki Beach. Level 3 managed the 16 12" mortars of Batteries Birkimer and Harlow at Fort Ruger. The topmost level was for the overall battle commander, who was responsible for Forts DeRussy, Ruger and Armstrong.
The structure was not carved out of rock but was constructed as a four-story concrete building which was afterwards covered with dirt and concrete. Some of the boulders covering it are hollow fakes!
The steel structure at the top was for a WW2 addition, a radar set.
The station was completed and handed over to the Army in March, 1911.

I was there in March of 1995. To that very spot in fact.
Climbed all those stairs and all I got was a T-shirt :D

I lived there from 1947 to 1968 and never knew about this until I left the islands. This area was off-limits to the public until the early '80s.
